Knowing where to turn to for references or background information is simply a matter of researching regional and local advocates for the elderly.
A great resource would include advocacy groups.  Many people are already aware of national groups like the American Association of Retired Persons (AARP), but there are more locally focused advocacy groups for senior care giving in all parts of the country. These local chapters and independent organizations focus on collecting information about 24/7 elderly care and other services in the area so they can make informed recommendations to families who need help.
Start your search by contacting the nearest senior center or other senior care organizations that are a non-profit or state-funded group.  Even when these groups don't have the information you need, they can put you in touch with advocates who have the ratings and research necessary to help you choose the best in-home senior care provider.
And if needed, note that there are special advocacy groups who focused on a mental disorders or illnesses that affect your loved one's care needs. These groups often work hard to certify and train in-home senior care givers as well, so would be able to make recommendations to those needing special services.
